The Partnership to End Homelessness is a public private partnership led by the Greater Washington Community Foundation and DC Interagency Council on Homelessness. Our partners include individual, philanthropic, government, corporate, and nonprofit partners who are committed to ending homelessness in DC.
The Partnership’s mission is to increase the supply of housing for extremely low-income households, strengthen the homeless services system, change perceptions of homelessness, and increase private sector investment in ending homelessness.
Together, we approach our work with a focus on racial equity, housing justice, and community-led solutions.
Invest in Housing & Proven Solutions
A shelter is not the same thing as a home. DC needs housing everyone can afford.
We must invest more in preserving and building deeply affordable and supportive housing to end homelessness.
The Partnership to End Homelessness supports the Permanent Supportive Housing (PSH) and Housing First models as proven solutions to serve those experiencing chronic homelessness. Together, we invest in initiatives that seek to strengthen these models, including investments in the infrastructure and sustainability of PSH service providers.
Our Affordable Housing Initiatives use innovative investment vehicles, including Impact Investing, to increase and accelerate the production of supportive housing and deeply affordable housing for extremely-low-income households.
Together, we have created almost 1,000 homes for low-income households.
LEARN MORE about our partnership with Enterprise Community Loan Fund that has led to the creation and preservation of almost 700 homes; the majority of these homes affordable for low-income households making less than 50% of the area median income. In DC, this includes families of four making less than $64,500 a year.
Strengthen Services and Supports
To prevent and end homelessness, we must help single adults, families, and youth access housing they can afford and services they need to stabilize.
Together we can invest across the system to support nonprofit providers working to expedite housing placement and help people maintain housing stability.
Our Grantmaking Fund supports innovation, builds capacity, and meets emerging needs along two major areas – direct services and housing advocacy.
We invest in nonprofit direct service providers helping to move people into housing and out of homelessness more quickly and make homeless services more efficient, effective, and coordinated.
We also seek to advance housing justice by supporting those who advocate on behalf of those experiencing homelessness. Their leadership in budget advocacy, policy advocacy, and public awareness building is critical as it seeks to leverage public sector resources and create the necessary policy change that will allow people to finally access housing they can afford.
Change Perceptions about homelessness and create champions for the work
Homelessness can happen to anyone. Nearly 1 in 3 DC residents know someone who has experienced or is at risk of becoming homeless.
We know that homelessness is not an individual failure, but a failure of our systems.
We must change how our community perceives, understands, and responds to the issues of homelessness and affordable housing.
Our Donor Education Series convenes and supports regular events that bring together donors, leaders in the community, and people with lived experience to discuss solutions and hear from experts.
Our Leadership Council is made up of private sector leaders in business, healthcare, and philanthropy, who work with us to serve as champions for this work.
